About the Role
Key aspects of this role include directing delivery teams to ensure program delivery with appropriate governance and project management arrangements to minimise risk and achieve outcomes and objectives. This includes coordination and delivery of stakeholder engagement functions aligned to approval pathways, program design, implementation, monitoring, resource coordination and procurement.
Key accountabilities include:
Delivering organisational and Program objectives by managing a multi-disciplinary team and leading complex development and infrastructure projects (including building construction) through the full development lifecycle from project inception to completion including: strategic project and master planning, business case preparation and approval, financial feasibility forecasting, budgeting, scope and program management, devising strategies and implementation plans, appointing consultants, stakeholder engagement, authority approval, completing strategic partner agreements and works contractor(s) tender to achieve value for money outcomes aligned to government policy and legislative requirements and agency strategic directions.
Timely planning and adequately monitoring and overseeing internal controls comprising: effective risk management using internal reporting formats; following organisational policies, processes and approval gateways including preparing: strategy, implementation and delivery approvals; business planning and forecasting; monthly, quarterly, annual and ministerial reporting; while ensuring compliance across government’s legislative, environmental, sustainability, WHS, procurement and audit requirements.
Oversee project coordination and management, time quality and cost control processes and systems; including team, project management and consultant meetings, reporting and gaining necessary approvals and endorsements; managing critical path including lead times, documentation control and coordination, procurement, contractual deliverables and managing scope and expenditure within approved delegations.
Lead and manage the preparation of complex project briefs and documentation ensuring compliance with best practice project management approaches, financial control and risk and governance management to facilitate delivery that complies with organisational and government requirements.
Cultivate collaborative partnerships across government agencies and private sector stakeholders, influencing outcomes, anticipating and resolving high level issues, source opportunities and achieve interest-based outcomes; owning stakeholder engagement and where necessary translate negotiated arrangements into agreements, deeds or other legal documents.
Applying WPCA values of transparency, collaboration and trust in day-to-day interactions and ensure compliance with agency policies and procedures; and project obligations within Cabinet approvals, development deeds, inter-agency agreements, delivery strategies; and proposals approved by the executive while identifying efficiencies and managing risks.
Provide high quality advice and recommendations to the Executive to support effective program implementation.
Provide direction and set performance expectations to better manage and minimise risks and support the strategic objectives of the Agency.
Participate in and contribute to strategic and business planning processes, aligning program development, implementation and evaluation priorities to support organisational objectives and outcomes.
Tertiary qualification in engineering, construction, planning, project management, environmental sciences or a related discipline, or equivalent relevant experience; government experience is beneficial but not required.
Extensive experience in the successful delivery of major infrastructure projects (civil works, open space, building and construction, infrastructure delivery and program management).
Experience with stakeholder engagement across the most senior levels of government and with the private sector.
Demonstrated experience in managing high-performing infrastructure delivery teams.
