Position purpose:
Lead a team to create a liveable, safe, and sustainable environment through the design of stormwater infrastructure, catchment management, and coordination of stormwater and road design.
Qualifications and experience
Essential
- Degree in Civil Engineering or related field
- Engineers Australia Chartered Engineer qualification (CpEng) and National Engineering Registration (NER)
- In-depth demonstrated experience in leading and managing design teams to ensure effective and timely delivery of program activities
- Demonstrated experience in GIS packages, computer literacy in Microsoft Office applications, and extensive experience in AutoCAD, 12D, and water engineering applications such as DRAINS, HEC-RAS, XP-RAFTS, TUFLOW, WaterRIDE, and MUSIC
- Demonstrated analytical and problem-solving skills, including the ability to determine and adapt management approaches for a broad range of stormwater, floodplain, and road infrastructure management situations
- Demonstrated commitment to customer service
- Knowledge of applicable legislation and regulations
- Experience in managing financial budgets with the inclusion of forecasting
- Current class C driver's licence.
Desirable
- Demonstrated experience in coordinating stormwater management and transport infrastructure with developer works
- Demonstrated experience in preparing precinct-scale stormwater strategies, contribution plans, and associated planning instruments and policies
- Experience in TRIM, Technology One, and CIA.
Key accountabilities
Position specific
- Lead and coordinate the S7.11 Stormwater Design team, including:
1. Supervision and performance management
2. Mentor and development of team members
3. Responsibility for overall team performance to ensure all allocated S7.11 project and program design activities are successfully delivered by agreed dates, within budget, and are under performance targets
- Oversee the team to ensure all civil stormwater designs are completed under professional engineering standards and are of high quality and meet the Council's specific requirements, addressing multiple objectives such as, and not limited to, improved amenity, urban heat, and safety
- Authorise civil stormwater designs so they can be issued for construction
- Lead and prepare technical stormwater engineering policy documents, research, and strategic plans, and provide technical expertise to internal and external stakeholders, including the community
- Develop and manage monitoring and reporting systems for the team, inclusive of Asset Design's Quality Assurance Management System
- Manage overall team financial budgets (S7.11 design program)
- Lead and coordinate the review of Local Environmental Plan (LEP), State Environmental Planning Policies (SEPP), Development control plans (DCP), S7.11 Developer contributions plans and policies
- Coordination of S7.11 developer contributions to stormwater management designs with road infrastructure
